ProQuest makes dissertations searchable in Google, etc. Note that the full text does not display; only limited amounts of text display unless the author has arranged for Open Access with ProQuest. 

Proquest had also offered dissertations for sale on Amazon and elsewhere; this was called the third-party retailer option.  They have now discontinued the third-party-retailer agreements.

Authors choose from many options when they submit.
