Q. How should I handle works that were published in another country in my dissertation?

If you are in the United States, but using a work that comes from another country, you may ordinarily apply general U.S. copyright concepts to that work. In other words, you can apply American principles of fair use to a work that originated in the U.S. and to works that come from any other country.
