There are limits, but none that are applicable for all databases and all ejournal publishers - it various with each, and no hard-and-fast numbers are published.  In general, you need to be aware of and follow copyright restrictions.  Downloading all the articles from a single issue or volume of a journal would probably violate both copyright law and the license agreement signed by the Libraries with that ejournal publisher or database vendor.  Automated 'text mining' via computer program is usually prohibited; if you have a project that requires it, that needs to be arranged in advance with the publisher or vendor.  Please contact your subject librarian for assistance.  You might also want to look at the Research Guide on Copyright.
