Answer

ProQuest makes dissertations searchable in Google, etc. Note that the full text does not display; only limited amounts of text display unless the author has arranged for Open Access with ProQuest.

Proquest had also offered dissertations for sale on Amazon and elsewhere; this was called the third-party retailer option.  They have now discontinued the third-party-retailer agreements.

Authors choose from many options when they submit.

If you wish to make changes in your embargo and search options with Proquest for the future, please contact ProQuest directly at 1.800.521.0600 ext. 77020 or via email at disspub@proquest.com.

Information about dissertations, theses and other materials in Open Scholarship may also be located by searching Google. If you would like to change embargo and search submissions to Open Scholarship, please contact Digital Library Services via email at digital@wumail.wustl.edu.
